OTTAWA (Reuters) - Canada on Monday said it had dropped weapons export controls to Turkey, including drone optical technology, according to a notice posted online, saying that from now on it would review all exports on a case-by-case basis. Canada had linked resolving the export freeze with Turkey's welcoming of Sweden into the North Atlantic Treaty Organization (NATO), which it did last week. Canada will examine each export on case-by-case basis and said it can cancel permits at any time if there is misuse, the statement said. The notification process, which is standard under the international arms trade, covers Wescam sensors used in Turkey's Bayraktar TB2 drones and other dual-use goods and arms-related exports. "The Armenian National Committee of Canada (ANCC) condemns the recent decision by the Government of Canada to lift its longstanding arms embargo on Turkey," the group said in a statement online.

By Jonathan SpicerISTANBUL (Reuters) - Canada and Turkey have reached a deal to restart Canadian exports of drone parts in exchange for more transparency on where they are used, and it would take effect after Ankara completes its ratification of Sweden's NATO bid, two sources told Reuters. A second person familiar with the plan said the sides agreed it would take effect after Sweden's ratification was complete. U.S. leaders have said Turkey's ratification of Sweden's NATO membership clears the way for Ankara's long-sought purchase of U.S. F-16 fighter jets. Ottawa halted talks on lifting them in 2022 when Ankara raised objections to both Finland and Sweden's NATO bids. But it re-started talks after a NATO leaders summit in July last year, Reuters reported at the time.

CNN —Armenian soccer player Henrikh Mkhitaryan has called on international leaders to “stand up against ethnic cleansing” in the disputed Nagorno-Karabakh region. The region has its own de facto government that is backed by Armenia, but is not officially recognized by Armenia or any other country. The latest figures mean that more than one-third of the region’s roughly ethnic Armenians have left Nagorno-Karabakh for Armenia. The blockade prevented the import of food, fuel and medicine to Nagorno-Karabakh, prompting fears that residents were being left to starve. The closure of the Lachin corridor has also prevented international organizations and foreign media from accessing Nagorno-Karabakh.

"The armed formations of Karabakh have begun handing over weapons and military equipment under the control of Russian peacekeepers," said Russia, which has around 2,000 peacekeepers in Karabakh. Russia's defence ministry said so far six armoured vehicles, more than 800 guns, about 5,000 units of ammunition were handed over by the fighters. Armenians in Karabakh told Reuters that they were essentially besieged in the region, with little food, electricity or fuel - and called on big powers to help them. Azerbaijan envisages an amnesty for Karabakh Armenian fighters who give up their arms and has said the Armenians can leave the region for Armenia if they want. Thousands of Karabakh Armenians have massed at the airport seeking the protection of Russian peacekeepers there.

Azerbaijan launched "anti-terrorist activities" in the Nagorno-Karabakh region to restore constitutional order and drive out what it called Armenian military formations there, a move that could foreshadow a new war in the region. Loud shelling was audible from unverified social media footage filmed in Stepanakert, the capital of Karabakh, called Khankendi by Azerbaijan, on Tuesday. Internationally recognised as part of Azerbaijan, Karabakh has an overwhelmingly ethnic Armenian population and broke from Baku's control in the early 1990s after a war. Armenia had said that Baku's actions, which is said had caused a humanitarian catastrophe, something Azerbaijan denied, were illegal. Armenia's foreign ministry had said on Monday that Azerbaijan's diplomatic stance looked like it was preparing the ground for some kind of military action.
